I think this board would make a sick split. I would split the 08/09 162.
2 concerns: a) wax-free base - what does that even mean? doesnt sound very durable to me, plus i like waxing!
b) "air-pop core matrix" - will splitting this be an issue with functionality or reduce the durability of this design?
I've tried to limit to splitting 100% wood cores, but just think this board would be way too sick as a split...

Also has "aluminum impact plates" would that make this no good with a saw?

Antelope, I've been riding a Design (not split) for about 3 or 4 years now. It's a super fun board. About the base: Yes, not very durable. The material seems pretty soft, I've had no problem putting a bunch of good sized core shots in it. Compared to an older Rome that I've had for about 7 seasons it is definitely easier to scratch. A friend who also rides a Design has snapped two of these decks and this time went with a different replacement (although to their credit Rome has been good about replacing these boards). Another guy I talked to also snapped one.
I do wax the base. I found it didn't perform as well in varying conditions here in Colorado and felt it needed wax. Also I had heard initially not to base grind it but then heard the opposite second hand from a rep. Had a base grind done this fall and it seems fine.

I'm not sure how the aluminum plates and core material would effect the splitting process. I would just call Rome and talk to them directly about it.
