And yet one more to look at, similar to the Pentax Optio 43r, it's the Olympus Stylus 410. It's weather resistant as well with all the rubber seals, etc. Small, light, good photo quality usually... One knock against it is the memory type of xd rather than the normal SD... Runs about $100 cheaper than the Pentax thought, for pretty much same features... I have it, love it..
If you're only taking photos, I'd go for the Canon S410. If you also want to take some video, one of the Canon SD series is probably a better option. You can check out dpreview.com for in depth reviews, but I think the S410 has less noise than anything else in the SD series. Unfortunately it's an older model and restricted to 320x240 video. You can also get underwater housings for many of these cameras.
For video, the Samsung SC-X105 Sports Camcorder looks pretty cool. Comes with a hemet camera attachment.
