is an AT boot workable on a hardboots step-in binding

Yep - both splitboard bindings on the market have bails sized to fit AT boots.

If you're looking for a binding for a solid board binding, the Bomber TD2s will work. Just make sure to ask for the AT boot option when you order them.

Depends on what you mean by "step in". If you mean hard boot binding with a toe lever, then yes, AT boots will work. If you mean mechanical step in like FAST or Intec, then no, I don't think there is an AT boot on the market that will accept the heel pieces. Bomber does offer both a bail and Intec version, but the Intec needs a compatable boot.
