how do I move the toe straps back?

I dont have mine in front of me but they dont have any removable parts on the new ones so it must just be a tight fit. A small amount of pressure will be required to pop the lug out of the socket.

Ok I just tested it out on mine. You need a flat head screwdriver to lever the strap a bit so it will pop out from the binding chassis.

Yep, I emailed the guys at Spark and they said use a flat-head and just pry the strap out.
