I did a similar thing not too long ago. The plastic plug from the mid came out and lodged itself inside the whippet upper. I duct taped a few chopsticks together and made a duct tape plug at one end, stuck it up there, and pulled out the plastic plug. Not unlike what you're trying to do. You could also attach a rope to the handle, and swing it around really really quickly. With any luck, the centrifugal force will pull it out. Run the rope through 6 inch section of PVC pipe. Hold the coil in one hand and the PVC handle in the other hand. When you got the poll swingin' in a fast circle around your head, pull on the coil while allowing the rope to slide through the PVC. This shortens the radius and maximizes centrifugal force for a brief period of time.
I have no idea if this can possibly work. But it was my Plan B if the duct tape didn't work out.
I don't know the pole, but it seems like you can carefully drill the rivet out with a bit just the size of the bore and replace the rivet when you're done with the repair. I have always found rivets easy to replace.
