So what's the best way to finish the base, fill in the holes with P-tex or just epoxy them up? I'm leaning toward epoxy because it seems to be the easier way but I've heard that epoxy will not slide as well as p-tex. Will it really make that much of a difference?
Because I'm still riding the board, I have epoxy in the holes now to seal everything up but left some room for either one of the final materials.

Ptex for sure. I have seen many a bad epoxy job that ends up ripping out and causing frustration and/or further damage. Your base is Ptex, why not fill in the holes with the same Ptex? The nice thing about the Ptex when you drip it in hot or iron it in if you prefer that method is that it will heat, soften and bond to the surrounding ptex better than the epoxy can. That is my opinion. Waxing over epoxy may not yeild optimal results either, again ptex is the way to go.

I had good luck with a thin layer of metal grip with p-tex on top of that. the insert is metal and cools the p-tex faster than the rest of the board, metal grip will hold on to the insert unlike p-tex which will just sit on the insert and only bonds with the surrounding p-tex. Epoxy will crack and fall out eventually.

The split hook holes should be sealed on the inside to protect the core. I think sealing them from the base will prevent you from tightening them if you ever need to. Other than that it is merely astetics. Look at all the boards in use, most have exposed hardware for thier clips.
