Take a 7/32" drill bit and CAREFULLY drill at the base of the board into the rivet. Go little by little and eventually the base (or rolled section) of the rivet will break off or slip up onto your drill bit. Then grab some pliers and pull firmly at the head of the rivet and it will pull right out. It should take 2 minutes per rivet. If you go too far you might get the tiniest indentation in the base, but if you go little by little and the rivet will be out as clean as can possibly be. Remember to put the two spacers in a safe place where they won't get lost.
Also I'd do what Pedro has done on here and use a nyloc nut and bolt instead of putting a rivet back on.
